On January 16, Chinese and Foreign Investment Promotion Agencies Conference was held in Beijing. Themed on “promoting high-quality investment cooperation and high-level opening up”, the conference aimed at implementing the decisions and arrangements of the CPC Central Committee on forming a new pattern for comprehensive opening up and the Ministry of Commerce’s requirements for actively and effectively using foreign capital and guiding the healthy development of foreign investment. It also aimed at promoting domestic and foreign investment promotion agencies, parks and enterprises to further exchange and synergize with domestic local governments. Vice Minister of Commerce and Deputy China International Trade Representative Wang Shouwen attended the conference and delivered a keynote speech.
Wang Shouwen pointed out that the current world economy is undergoing a new round of development and change. Facing the challenges of the global economy, China adheres to the basic state policy of opening up and implements proactive opening up policies. The contrarian growth of foreign capital inflow shows the confidence of international capital in China's economic growth and investment environment. The Ministry of Commerce actively implemented the relevant arrangements of the CPC Central Committee and the State Council, and introduced measures on expanding import, reducing tax and fee, deepening the reforms to streamline administration, delegate powers, and improve regulation and services, optimizing investment environment, giving play to the pilot free trade zone’s role as a pilot field for reform and opening-up, and advancing the innovation and upgrading of national economic development zone, which have been widely recognized and highly praised. Meanwhile, China supports the multilateral trade system, safeguards its effectiveness and authority, actively promotes the free trade zone construction and negotiates with a number of countries on regional comprehensive economic partnership agreements. He emphasized that 2019 marks the 70th anniversary of the founding of the People's Republic of China and the crucial year for completing the building of a moderately prosperous society in all respects. The Ministry of Commerce will continue to implement the decisions and arrangements of the CPC Central Committee and the State Council, promote the steady growth of foreign investment, and advance high-quality economic development with high-level opening up.
Deputy Director of the Department of Outward Investment and Economic Cooperation of the Ministry of Commerce Han Yong gave a speech on "Guided by the Belt and Road Initiative, Promoting the High-quality Development of Outward Investment and Cooperation”, explaining the vigorous development of China's outward investment and cooperation and proposing measures and recommendations for further improving the level of outward investment cooperation under the new situation.
Director of the Investment Promotion Agency of the Ministry of Commerce Liu Dianxun delivered a work report on “Building Cross-border Industrial Investment Promotion Platform, Facilitating the New Round of High-level Opening up”. He put forward integrating resources at home and abroad, building a connectivity platform, and the necessity of promoting deep integration of industries and high quality development. He also introduced the Investment Promotion Agency’s exploration in building a cross-border industrial investment promotion platform and promoting international cooperation.
Nearly 300 people including representatives of the foreign agencies in China from 30 countries and regions, heads of provincial and municipal commercial departments and parks and representatives of some well-known Chinese and foreign companies attended the conference.
