Promote "bid opening without meeting". The municipal public resources trading center develops and constructs the "no meeting" bid opening system. The bidder uploads the bid documents online through the system. The tenderee and the agency organize the bid opening by means of live video, decrypt the bid documents online and publish the bid opening information. At the same time, the "no meeting" bid opening room of the municipal trading center and 9 County sub centers was transformed and upgraded to cover all projects such as housing construction and municipal administration, transportation and water conservancy, government procurement and property right transaction, so as to realize "zero errands, no gathering and being able to handle affairs". As of July, 3468 projects had been operated through the "no meeting" bid opening system, with a transaction volume of 24.798 billion yuan. In July, the "no meeting" bid opening rate of the whole city reached 92%.

Implement "remote bid evaluation". All the municipal and county trading centers have been equipped with remote bid evaluation rooms, and the environmental monitoring system has been reconstructed.
