Nowadays, the changes in the world in the past century and the global epidemic situation are superimposed on each other, unilateral protectionism is on the rise, globalization is facing headwinds, and the international situation is unstable.



In the face of new challenges, multilateralism is the only choice. To maintain international peace and security, promote sustainable development, and deal with the new epidemic situation and climate change, we must adhere to multilateralism. Therefore, we should maintain the international order based on international law and strengthen the international system with the United Nations as the core. China calls for taking the 75th anniversary of the founding of the United Nations as an opportunity to renew its solemn commitment to multilateralism and the United Nations, to work together to promote global governance in the post epidemic era and to jointly build a community of shared destiny for mankind.



At present, the global epidemic situation is still severe, and some countries are even facing the second wave of impact. We should not take it lightly. At the same time, the world economy is in urgent need of recovery, and there is an urgent need to facilitate the flow of goods and people. It is necessary and timely for the foreign ministers' meeting to focus on personnel exchanges and border control. China is willing to make the following suggestions:



First, facilitate personnel exchanges. Under the premise of epidemic prevention safety, personnel exchanges should be gradually and orderly expanded. Therefore, we should carry out policy docking and innovate cooperation mechanism. China has opened a "fast track" with South Korea, Germany, Singapore, Indonesia and other countries to ensure cross-border exchanges of important business and technical personnel, and the implementation effect is good. It is suggested that all countries upgrade the established bilateral channels into multilateral networks, arrange commercial flights and charter flights more efficiently and reasonably, and further strengthen personnel and economic and trade exchanges between relevant countries.



Second, cooperation in risk prevention and control. It is suggested that countries should strengthen epidemic reporting and establish an international mutual recognition mechanism for epidemic prevention health information. The implementation of remote nucleic acid detection, mutual recognition of test results and health code, reduce the risk of cross-border transmission of the epidemic. Countries should also remind their citizens to strictly abide by the requirements of epidemic prevention at the destination, and the countries of destination should also provide corresponding health and safety protection for citizens of other countries.



Third, promote the smooth flow of logistics. Actively build a "green channel" for goods. By improving the efficiency of goods clearance at border ports, strengthening the construction of port infrastructure and promoting digital customs clearance, China has unblocked the supply chain of the industrial chain. We should also reduce tariff and non-tariff barriers, eliminate unnecessary export restrictions, and explore the feasibility of implementing zero tariff on important medical products.



To promote the above-mentioned cooperation, China is willing to join hands with all parties to launch and promote the "facilitation initiative for cross-border movement of people and goods". China proposes to hold a seminar on border management and personnel exchange facilitation in the near future, and suggests that all parties should identify leading departments, establish contacts and strengthen communication and coordination. We can also explore the establishment of ad hoc cooperation platforms to promote networking of various bilateral and regional arrangements for the facilitation of people and goods. Members of the G20 are welcome to participate actively.



The G20 is one of the world's major economies, accounting for 85% of the total global economy and more than 80% of the total trade volume. If G20 members can take the lead and strengthen cooperation in this regard, it will not only help us to restore our own growth, but also play an important leading role in the recovery and reconstruction of the world economy.

In the face of the once-in-a-century serious epidemic, the G20 should strengthen unity and cooperation and concentrate on the following aspects.



The urgent task is to speed up the research and development, production and distribution of vaccines, and establish a "firewall" against the epidemic. G20 members should set an example to promote the accessibility and affordability of vaccines, especially for the least developed countries and high-risk groups. It is necessary to give full play to the coordinating role of who and promote the joint efforts of mechanisms such as the global alliance for vaccines and immunization and the Innovation Alliance for epidemic prevention. China is cooperating with 11 countries to carry out phase III clinical trials. We will share with other countries through various ways and means after the success of the vaccine development, and implement President Xi Jinping's commitment to the vaccine as a global public product, and work together with all parties to promote the construction of a human health and health community.



Digital economy has played a unique role in the fight against the epidemic. We should focus on the development trend of the "post epidemic" era, encourage the development of new formats, new industries and new models, and release the potential of digital economy. Data security is a common concern of the international community. China is actively considering the proposal to maintain data security, calling on all parties to carry out constructive communication and coordination, attach importance to data security and orderly cross-border flow, jointly create an open, fair, just and non discriminatory business environment, maintain the global supply chain of information technology products and services, and share the dividend of digital economy development.



We should pay more attention to the difficulties faced by developing countries, and increase support for countries with severe epidemic situation and great pressure, including further extending the debt relief period.



We should adhere to the spirit of helping each other in the same boat, firmly practice multilateralism, and jointly support Saudi Arabia, the chair state, to play a leading role in ensuring the outcome of the Riyadh summit.
