In order to deepen the implementation of the China-Japan local development cooperation mechanism, in April 2020, the National Development and Reform Commission supported Suzhou and other places in the construction of China-Japan local development cooperation demonstration zones. For more than a year, the China-Japan (Suzhou) Local Development Cooperation Demonstration Zone (hereinafter referred to as the “Demonstration Zone”) has seized opportunities, pioneered trials, continued to exert efforts and worked for a long time, optimized systems and mechanisms, overcome the impact of the epidemic, and worked hard to open up Sino-Japanese areas. The development of a new situation in cooperation has resulted in many good experiences and good practices, and a good start has been achieved.
The first is to innovate systems and mechanisms, and to further enhance the level of cooperation. The Jiangsu Provincial People's Government approved the overall plan for the demonstration zone, with the planning scope covering the entire area of Xiangcheng District, Suzhou City, and established a provincial-level construction and development coordination and promotion work mechanism for the demonstration zone. The Suzhou Municipal People's Government and the Japanese Consulate-General in Shanghai have established a working consultation mechanism for the demonstration zone to continuously deepen the cooperation and docking between China and Japan. The demonstration zone was awarded as the first batch of international cooperation parks in Jiangsu Province and the China (Jiangsu) Pilot Free Trade Zone Joint Innovation Development Zone.
The second is the precise investment promotion to Japan, and the number of cooperation projects has further increased. More than 50 events with Japan, including the China-Japan (Suzhou) Local Development Cooperation Demonstration Zone-Tokyo Cloud Matchmaking Conference, the Yangtze River Delta China-Japan Local Cooperation (Suzhou) Summit, etc. were held, and the Tokyo Investment Promotion Liaison Station, International Economic and Trade Promotion Center, China-Japan There are more than 20 communication and cooperation carriers such as the Collaborative Innovation Center and the China-Japan Innovation Corridor, and a large number of Sino-Japanese cooperation projects such as Sumitomo Corporation, Nissan, Itoki, and Mitsubishi Heavy Industries have been signed and the investment amount has reached 4.5 billion US dollars.
The third is to speed up the construction of the park and further optimize the cooperation environment. The foundation laying of the China-Japan Friendship Observatory was completed, the construction of the Yangcheng Lake (Xiaojing) International Handmade Village was started, and the first phase of the Sakura Garden was completed and opened. Moss China-Japan Industrial Design Village completed the global design bidding, and the first batch of 14 Japanese prefectures and commercial projects officially settled. The demonstration zone cooperated with Mizuho Bank and others to build a Sino-Japanese industrial fund of about 2 billion yuan, and launched Sino-Japanese international education courses and school-enterprise cooperation with Shino Education and Sumitomo Denso.
The fourth is to deepen people-to-people exchanges and further enrich the content of cooperation. Cooperate with 26 Japanese prefectures and prefectures in Shanghai to create the brand of "Suzhou China-Japan Culture and Commodity Exchange Conference", and the China-Japan (Xiancheng) Cultural Exchange Center, China-Japan Cross-border Commodity Exhibition Center and other normal openings. Many Chinese and Japanese folk events such as Sino-Japanese picture letter cultural exchange activities and Chinese-Japanese commodity online New Year festival. The strategic plan for the demonstration zone was released on the websites of local governments such as Fukuoka Prefecture, Ikeda City and Kamui City in Japan. The broadcast of "Encounter Xiangcheng" has surpassed 12 million broadcasts on the whole network, which has greatly enhanced the popularity and influence of the demonstration zone.
