On January 22, 2019, MOFCOM released Announcement No. 1 of 2019, announcing the final ruling on the anti-dumping investigation against ortho dichlorobenzene originating in Japan and India. MOFCOM ruled that there was dumping in the import of ortho dichlorobenzene originating in Japan and India, and the domestic industry in China was essentially damaged, and there was a causal relationship between the dumping and the essential damage. MOFCOM decided to impose anti-dumping duties on the above products by the 31.9%-70.4% duty rates for five years starting from January 23, 2019.
Responding to the application of the domestic ortho dichlorobenzene industry, MOFCOM made an announcement on January 23, 2018, deciding to initiate anti-dumping investigation against the imported ortho dichlorobenzene originating in the Japan and India. After that, China carried out the investigation strictly according to the relevant Chinese laws and rules and the WTO rules. MOFCOM announced the positive preliminary ruling in October 8, 2018 based on the preliminary investigation, and made the above final ruling after a series of further investigations.
